China Mobile 2009 Firewall Centralized Purchasing Come Out

It’s reported that China Mobile 2009 centralized purchasing of IT hardware firewall had formally terminated last week. Revealed bidding result showed 11 main manufacturers capitalized on it, including Cisco, Huawei, H3C, Juniper, and SecGate and so on.

Among them, Huawei and H3C performed most excellently, both of whom won 6 seats in the 8 typical configurations of this tender, and became the ones having most selected product types. Represented by SecGate, domestic brands started to rise in this bidding with 80% market share. Industry participants said it was a “signal flare” that domestic network security vendors promoted in multitude in China Mobile’s procurement, marking the high-end market-oriented shift.

Four Tests Lasted for Six Months

China Mobile is reported to tender in this June with 16 vendors participating in. Its firewall centralized purchasing selection make strict demands on product property, especially making comprehensive consideration on operational service supporting capabilities (networking capability, multi-service transport capability, VPN function, anti-attack function), equipment performance (throughput, running users), reliability and mature of application as its criteria; as well as evaluation of product function according to various application scenarios of China Mobile, such as business support network, value-added data service, IP-MAN, DCN network, etc.

The first round is comprehensive evaluation of the bidders from strength to solution, involving all details such as companies’ product, technology, service, security, employee welfare, corporate culture and other aspects; the second round is a reverse auction and assessment of product price; the third round is product performance evaluation and testing, China Mobile would repeatedly test in accordance with relevant standards; and the fourth round is a comprehensive ranking on assessment results of all firms bidding.

Domestic Brands Prevail      Huawei & H3c counter strike

The insider did not disclose the specific amount of the tenders and their shares, but according to relevant data, domestic brands have entered all 8 typical configurations. He believed that a wide range of domestic brands were on the shortlist, because our state had established relevant provisions to encourage independent innovation; and domestic brands had enhanced their own strength, which greatly narrowed their gap with multinational brands.

n talking about the competition between Huawei and H3c, he said, “Huawei and H3c’s success in the tender is closely associated with their great advantages of switchingrouter. Cisco’s products are nice too, but they are not competitive on cost effectiveness.”

Vice president of H3C network security product line Sun Dehe said it wasn’t accidental for H3C to do well in China Mobile centralized purchasing. Since being shortlisted in 2007 China Mobile centralized purchasing, H3C network security products had always maintained leading status in operators market.

Related principals of Venus Info Tech told Chinese IDC Industry Alliance that there were still certain barriers to the expansion in some high-end markets because of the brand. Relevant person of Topsec also expressed the same view, and he also appealed the government and relevant enterprises to give appropriate policies to national brands in their procurement process.

The officers of SecGate said that this success could be regarded as China Mobile’s recognition to SecGate, and SecGate would further strengthen research and development on technology and products to extend in telecom market.
