Shenzhen legislates for kidnapping in School
Under the background that student number rises sharply and the school kidnapping cases have caused close concerns of the society, Implementation Rules of Shenzhen’s Regulation on Safe Administration for Schools (hereafter shorted as “Implementation Rules”) has been formally implemented on March 1, according to which, school must be allocated with one registered Security Director; handing-over system of to-and-from school for students under the fourth grade should be established and the unforeseen accident insurance system for students should be set up and consummated. Experts points out that the system of accountability in the process of school safety administration should be put forward as soon as possible.
Shenzhen propaganda month on school safety was initiated on March 3 and Shenzhen Municipal Education Bureau held a lecture for the Implementation Rules at the Civic Center. In the following one year, Shenzhen will hold severl school safety activities.
Since 2005, the general duty office of the Municipal Government has received 68 reports of emergencies regarding to the primary and middle school students, in which 36 people died. The students kidnapping cases occurred last year has caused close attention of the society.
The Implementation Rules also regulates that the school must be allocated with one registered director assisting the headmaster with safety work.
