Shenzhen Village Official Corrupting 3 Billion Reinstated

Hong Kong Wenhui News reported, in December of last year, Guangzhou Daily published an article named “He is a corrupt but good official.” The hero of the article Caixing Chen, the president of Shayi Village Corporation, was called as “three billion village official” by netizens. Yesterday, Discipline Inspection Commission in Bao’an District declared that it was confirmed that Caixing Chen was illegal of bribery, appropriation of the collective assets, and using his position to profit for the relatives. It was revealed that Caixing Chen was also suspected of criminal offenses, so the Discipline Inspection Commission transferred him to the police in the district in accordance with relevant provisions.

In last December, Caixing Chen was exposed to have embezzled 3 billion. He was revealed to have multiple sets of luxury in Hong Kong and Shenzhen, a number of industrial park shares worth 500 million RMB, land reserves worth more than 500 million RMB, as well as factory premises with a value of more than 10 million RMB.

During the investigation, Caixing Chen applied to the District Public Security Bureau for bail due to his poor health. Since he has admitted his illegal behavior, which is non-violent, with the consideration of his old age and health, the Security Bureau changed the enforcement measures to bail. In regard of his crime, the Security Bureau will investigate further.

During the investigation by the District Discipline Inspection Commission, Caixing Chen resigned his commission as the president of Shayi Village Corporation. But he came back to the village again.

Yesterday, someone disclosed to several media, “Caixing Chen returned to the village to be the president again.” The “three billion village official” was not under investigation, but reinstated. Two cleaners told the reporter that Caixing Chen did come back to work after the Spring Festival, whose office was in 401, but they were not sure of his exact work time.

It’s said that Caixing Chen was only abolished the administrative duties, but he was entitled to participate in the company’s operations and corporate affairs. A villager representative told the reporter that the villagers expected Caixing Chen to return to work because he worked well.
