Shenzhen Cancelled Four CATV Charges

Shenzhen Municipal Development and Reform Commission made an announcement on August 31, saying that a package clear up of several charges relating to the CATV will be made. The announcement also specifies that, as of the date, the installation fee, machine movement fee, charge for changing names of owners and starting fee after shutdown of the CATA will be cancelled, and at the same the range and degree of reducing and exempting the charges for low income people will be expanded.

This policy has no affect on original citizens in the Special Economic Zone, because Topway Corporation has stopped charging the installation fee since 2005.

Topway Video Corporation is a company responsible for whole delivery of the CATV in Shenzhen Special Economic Zone. Before 2005, the installation fee of CATV in Shenzhen was over 400 Yuan, which has cancelled since Shenzhen started making whole delivery of CADTV in July 2005. During the whole delivery period, the old user can obtain one set-top box free of charge. From January this year, the Corporation cancelled the owner changing fee, shutdown fee and so on, which used to be 20 Yuan each.

The reason to make this announcement suddenly this time is to “further regulate the charging behavior of CATV service to maintain the CATV users’ legal interests, promoting the healthy and sustainable development of the CATV industry,” according to the Development and Reform Commission.
