Smoking in Administrative Area to be fined from April
As one of the seven pilot cities for Smoke-free Environment Promotion Project in China, Shenzhen will start its work of establishing “smoke-free organs” in April, which means, following medical and health care institutions, education institutions, and public transportation tools, the administrative offices in Shenzhen will also achieve the aim of smokeless environment.
In order to reduce the tobacco harmfulness, the World Health Organization has made and implemented the Framework Convention on Tobacco Control, effective in February of 2005, in which China is the 77th treaty states. And China’s Health Ministry has carried out the “Smokeless Environment Promotion Project” in seven cities including Shenzhen to promote smooth implementation of the establishment of smokeless environment.
Shenzhen started the job in 2010 and committed that it will revise the Rules on Smoking Control of Shenzhen Special Economic Zone according to the 8th provision of the Convention. Through formulating effective law system, Shenzhen would gradually realize smoke free environment in medical and health care institutions, education institutions, administrative offices, public transportation tools, indoor waiting rooms, ticket lobbies and other places, and finally achieve the aim of “Smoke-free Shenzhen” within two years.
According to the draft of the smoke control convention to be submitted for approval, the people who smoke in a smoke-free public area will be fined 500 Yuan and the people who in charge of the area will also be punished with a fine of at most 30000 Yuan.
